There's a Window's app called "APK Easy Tool" Thats really great for both decompiling and recompiling. Also there's an Android App called "APK Editor Pro" which I use 75% of the time depending on what I'm decompiling. Of course you have what I'd like to call the Grandfather of them both "Android Studio" Which can get complex and is definitely in my opinion overkill if your just rebranding. I hope that helps.

Thank you @HakimTech for details. I have been looking for a real windows apk tool. Instead of using an android emulator with a apk that will do this work.

Now I just need to get 200 likes so I can get the apk to mod.

Yes it is spot on what are using to decompile and recompile look in line 17 of manifest xml remove white space on the end tag

Look in your manifest xml line 17 will look like this
<uses-permission android:name="com.google.android.assistant.READ_HOTWORD_STATE "/>
it should look like this
<uses-permission android:name="com.google.android.assistant.READ_HOTWORD_STATE"/>
see their is white space on the very end tag needs to be removed
