No and if you tried to update to R16 you'll have vod. The r17 is on the cards with tons of bug fixes do some research before posting its gone when its not ,

is not true.... you have to donate... after that you have access to updates in first hand.....

Updates do come out shortly after and I know a few that have updated without donations like I say research lol

As @makeitso has explained, the "OFFICIAL" project is very much still being developed. However, "Beta" "Releases" are "officially" exclusive "Donator's" as it is not ready for the masses. Once major milestones have been reached and fully resolved, it will be updated to "Official."
