Do you have a control panel installed on the server, that would cause errors, you should really install on a clean server which only has ubuntu 14.04 installed,and nothing else. It may be iptables, or mod security, or anything like that.

If it's just a case of the server not listening to 127.0.0.1:80 you should be able to add:
LISTEN 127.0.0.1:80
To your etc/apache2/httpd.conf file. If its running ubuntu you will have to make a httpd.conf file, because Ubuntu doesn't use a httpd.conf by default, it uses apache2.conf. So you should be able to create the httpd.conf in etc/apache2 and have apache2.conf call it, just add this line to it: Include httpd.conf
