You're trying too hard, run your own vpn server and give all your users an account matching the details. Your idea is doable but I think it's out of your league applies to 90% of us here. I just run a vpn service on the side, it brings in extra income for those that just want your vpn service. Servers are cheap finding the locations is the hard part.
