I have tried to stream from PSVue with encoder, but is expensive 60 Euros for 5 devices arround 12Euro per channel without Equipment.

Cheap way is the script on a vps server bigger the better as a standard on with Ubuntu on it will take 70 channels with no problem and let you use the provided m3u8 as a file to test .
