Question Google marking high-risk sites

Recently, Google has started flagging some panel sites as high-risk.
I’ve managed to fix this a few times by submitting a review request to Google, explaining that it’s just a regular panel and not harmful — and they usually remove the warning.

However, is there any way to prevent this from happening in the first place?
Any recommendations or experiences dealing with this issue would be greatly appreciated.
 
Without knowing the secret sauce that goes into the algorithm they use to detect this type of stuff, it's near impossible.

The "SEO Experts" of the world have been trying to nail down the magic they use for ranking, not much different to their safe site stuff.
