thanks guys for all the help. I am very grateful. But after doing millions of tests, I am seeing that the problem comes from whmcs. I see that it is whmcs that does not connect to mysql, because I am testing from other vps, getting into the database data from user_iptvpro, from my xtream ui, (without any problem) through:
"mysql -u xtream_iptvpro -p -h my_ip_host -P 7999"
to be able to access from wherever you want, I am sure it is a matter of whmcs ... I keep thinking, that it is a problem of whmcs_7_10_0- (Nulled_by_WebIT.pk), it may be that it is not installed correctly, or that this version is not working fine. what do you think?
