Question astra cesbo on windows

can someone explain how to rund astra cesbo on windows 7 x64
i try to run but have message thats license not found
seems astra.exe doesnot see license file

try:
astra -c astra.conf -p 8000 --license - the path to the license file.

thanks i run astra exe file from command prompt
i navigate this script to folder which i named "astra" on local disk C
my question is next: is possible make startup script which will execute astra.exe file on windows start automaticaly?
