Is it ok to stream from main server , i have about 500 clients , and when is it ideal for LB ?

or i was planing to setting up Main panel on image below, with no stream and all stream on LB with the Xeon server.

My opinion, 16GB ram is a bit weak for a main and $399 for a server even with a 1Gbit line is far too expensive.
