Request Windows Software for editing a website php & css

hi dose anyone know where i can get some software to edit a website php files as well as the css files as i would like to tinker about with a website i own n see if i can make it look better and sleeker please or if anyone can provide some software please also i am kinda noob at php editing but i am able to just play about with my website as ill use a test site first before i go changing the real website

p.s. if the software could poss have a live preview as well would be a great help thanks in advance
