Which one is better use for streaming channel, I head about Smarter web tv player is not safe to use is it true? Can you recommend me better option of player ?

Question Smarter WEB TV PLAYER or streamity WEB TV PLAYER?

Streamity is Smarters with edits and an admin CMS thrown on top.
Streamity needs some of it's bugs ironing out then it's a great option. Dev said he'd back at work at it in October but seems to still be abandoned at the moment

Streamity is fine and I hope the dev is working on it right now to correct playback issues on tv channels and some currently unsupported video formats like mkv.
I doubt MKV will ever stream on a web player. It would have to be transcoded to MP4.
