Allow me to share my humble opinion
@redhat please don't take this the wrong way, I've always avoided expressing myself.
The current limited resource download system is really complicated; I've kind of given up sometimes.
You and every other can express your opinion, as long as the tone of voice, is not insulting, profanity, insulting, humiliating.
70% of the resources have broken links; we've simply burned through our only daily limit.
You complained that 70% of the resources are down, which would mean that 7 out of 10 downloads were down. If that's the case, I'd like to ask you, did you report those 7 resources as being down? I guess not.
Unfortunately, some expect everything to be perfect, but contribute almost nothing (I'm not addressing you personally, I'm speaking generally). Unfortunately, members also often jsut complaining, instead of coming up with logical and technically feasible solutions.
The limitation of the limits has clear reasons, which are of course annoying on the one hand, but on the other hand simply prevent leeching.
I really think the current resource system needs an overhaul to encourage us to have new resources again.
Yes, I completely agree with you; members can actively help by reporting down resources instead of simply ignoring them.
I also think your team and moderators should review some resources with broken links and remove them.

@Kenxo already mentioned, unfortunately hat's not possible; it's impossible to check all that content individually. Members should normally remove content they've shared but that's no longer available, don't you think?
