manage users mysql slow loading

When i access Manage Users it's taking a couple of minutes to show me the users and i got the following error in the logs:

open() "/home/xtreamcodes/iptv_xtream_codes/wwwdir/cloud_ips" failed (2: No such file or directory), client: 127.0.0.1, server: , request: "GET /cloud_ips HTTP/1.1", host: "xtream-codes.com"

Any idea?

cloud_ips is ip storage, in v1.6 saved on sql db, also in v2 saved on this file because admin panel is in external server even no access to your sql server and makes direct connection from this file, this is in all v2 versions
