For me, nothing happens at all.

I uploaded WHMCS v9.0.1, then deleted the License.php file in
public_html/vendor/whmcs/whmcs-foundation/lib and replaced it with the downloaded License.php.

After that, I opened the website normally, and it shows:

“You can find your license key in our Members Area. If you obtained a license from a reseller, they should have already provided a license key to you.”

May its related to version of WHMCS.
Edit: I see you try it with 9.0.1 (same with I try it), may related the file/user/group permissions of the license file.
