Info on what u need to run a panel app

I'm looking at doing apps with panels as I already have an understanding with the hardcoded ones just not sure what I need for the panel side of things like do I have to use my own server or can I purchase a cloud server and how I would go about putting things onto the server any help would be much appreciated
