Hi! Is here any way I can decode the SAT channels (Amazonas Brasil) with an IKS or with a legal SAT service like Claro Brazil, and convert them into IPTV channels?

surely you are completely lost, there is no magic you need to capture channel by channel by an HDMI encoder encoders are usually used that have 8 or 16 ports, where it is transcoded to h264 and then served, so it is a very high cost.
when I speak channel by channel it means that you need 1 receiver for each channel to capture and send to the encoder.
