You technically would be modifying the playlist (.m3u) that you get from that link. That link just queries the API with proper authentication so you can download the playlist.
Free M3U Editors:
Notepad ++ (Lots of manual labor)
TantrumTV m3u Editor (Basic editor with basic features, app is portable)
Baznga m3u editor (Easy & feature rich, only one I have not personally used)
Paid M3U editors:
XEEV Playlist Editor (Used to be Xtream Editor but since the fall of Xtream Codes has been rebranded, monthy fee's reccomend avoiding)
ERDesigns m3u editor (Lots of features, can download and use the basic functions for free, cheap 1 time fee, I use this one personally)
Afterthought: Depending on the API you could try category filtering(Below is just an example will not work unless the API is configure to do so):
url.tls/get.php?username=xxxx&password=xxxx&filterCategory=AfghaniArabic&Bangla&Canada&Filipino&France&Germany&Gujrati&India&Ireland&Italy&Latino&Malayalam&Marathi&Pakistan&Portugal&Punjabi&RePlay&Scandinavian&Spain&Tamil&United+States&United+States+-+Regionals&type=m3u_plus&output=ts
The categories in the URL will be filtered out, so only include the VOD categories if that is what you are filtering. Remember to replace any spaces with the '+' symbol.
