Editing a playlist

What is the best software to re-organise a Playlist, Had a look and many are pay to use I'd like recommendations first before I jumped in

I think i have seen people on here share PHP scripts which gives you a webpage to choose the catagories you want to include and then download the organised playlist.. might be a starting point, you could then potentially host this and give the url to your customers so they can choose what content they want included.
