Android Push notification APK

Does anyone know of an application that would function as follows. The APK is being installed on his Android Box or Android Phone, when I want to send him a newsletter from my offer. I'm typing him a message and sending it to him at that point he should pop my POP UP with a notification into his ANDROID, whatever function he was using at that moment, whether he was watching tv, movie ...njemu treba da iskoci POPUP

Hi its hard to code this in to an existing apk I know it would be extremely hard

i am not looking for a way to put this in the notification option in an already existing APK, i am looking for an independent apk that only works send popup

This can be done I have a link to an app and WordPress plugin I will get it off my laptop when am home Sunday eve
