I dont have Fluss but this will not work IMHO

Reasons why ....

This youtube-dl line will pull a single .ts file from the manifest and wont update to the next *.ts file so it ends up in a constant loop. This is why all youtube downloads for live streams stopped working months ago.

There is a way around it but its not beens hared with the public yet because I dont want it to stop working for me (I wrote the work around and have not shared it with anyone) which is also why I know this will not work.

You will never get ban im using this script since long time in same server ip however you can use proxy on youtube-dl if you want.

You can use crontab to update urls, script just idea how combine youtube-dl + bash to send to flu (instead of php if you use XC) but you can customize it up to you.
