yes you are right it is not destribute in the internet for IonCube (php 7.1 - 7.2), SourceGuardian (php 7.0 - 7.3)

There is Apache plugin with read files and output unscrambled and deobfuscated when they are used.
Some other encoding are broken in this way.
Apache do not understand coded files without ioncube loader.
