You can save every website 1:1 has HTML to your local drive. But i think you want the Wordpress Template and the it's plugins.

Yes i know i was just ghinking about to clone some codes what have been made between xtream-ui and wordpress I know one who have it but he just want to sell it for to much money it is cheaper for me to get someone to build this addon or code as buying it from him I just curious if it is some clone code or software for cloning addons or codes
