how does this work and same question on the Docker.

Pretty simple really, this runs a proxy server that you put your m3u8 playlists into, in return it gives you an m3u8 playlist proxying the urls through itself. It basically waits for a connection request and begins streaming the channel into a configurable cache and once the cache reaches the amount you've set it will begin streaming to your player. It will add a delay to the stream but that may be more preferable if you suffer form buffering issues.

I've wrote a similar caching layer for my project.

The docker just downloads the latest HLS Proxy, using your local configuration file and servers the proxy. Nothing complex, just like to keep things containerised on my servers.
