together for it to work but the stream.php file can't get the .key correctly. All it gets is a white page when on my server I go to http://{my server}/stream.php?key={stream/idekwhatthisis.key}

I do not have Indian IP so i can not help you.

The answer is simple this week i am hearing lot of news about jio tv accounts getting blocked, also you need an ip that is not blacklisted by jio, in my knowledge it's only the regular isp ips and some Amazon aws India ips

I've used AWS multiple times with a different IP every time but it still cannot get the .key to run the stream. I think the code doesn't work to get the .key because the .ts works. I can get the .key using my laptop from the jio link directly and it downloads it to my computer. So it may definitely be a issue with that script. (I can get it using a proxy)

Hope it that you know where you run this script, in last few days Problem is only one, they Blocked many User agents this time only few user agent working. you need a working user agent with AWS unblocked server.

In AWS only few series of ip is unblocked by JIO, They are also using AWS for content distribution, with that ip seris, thats why they cant block it.
