Your local time is later than the stream time. So I don't think it can be solved with some buffer changes.

On other software, the difference is 1 minute and you have 8 minutes

May this is somthing related with your provider or may with the Server, because I am using it as well and I didn't this kind of issues.

This panel is the same as V2 with some broken menu items removed as has been mentioned in this thread before.
