Add users API for 1.0.6

Is the add users API working on 1.0.6? similar to what we had on v2. I don't see the IP whitelist area in general settings?

I know we can call the existing v2 database from the API url, but I'm running 1.0.6 so could do with it working on there.. I can see the api.php file in the root so I suppose I could always try it with my plugin to see if it works..
