Why use Ubuntu 20.04, Use ubuntu 18.0.4 is working 100%.

first of all use 18.0.4
second don't install on the same id of LB no.
if you install id number 4
don't use it again use id number 5
or delete line of no.4 on sql database streaming_servers and you can use the same id again
