Your wrong these services do not turn the torrent into an iptv service they simply stream the torrent file in chunks as it is being downloaded there are a few bit torrent clients that can do this for you or players such as ace stream

but they are not for broadcasting live all they do is play out the next chunk of video video that is downloaded if your looking to broadcast a lice channel in p2p format you should check out soapcast or ace stream both of what have witch have a broadcasting ability

you can do that, but you need an vps, or pay for an service like offcloud. You also can do it using colab research, but I cannot put tutorial about it here.
