Yes you can upload to playstore however it WILL get banned for breaching copyright.

Best not to assume that anything comes extra unless it specifically states it in the description.

The lad did state its an app and didn't hint to any panel being included.

If it had a panel you would most likely be paying good few more credits.

Always good to ask questions if your unsure.
