Site down XUI fales Positive

First i want to say thanks to the group for allowing to be apart of this awesome group

I am Newbie so i might ask crazy question but am seeing a pattern in Xui one will say the site down but if you test it on
Vlc player the site up . another thing is that my on demand scanner showing 4000ms for some channels and 800ms for some
what are the expected are acceptable ms from your provider .
