PAID SERVER HELP PROXY SERVER

looking for some help..
need to make a proxy server that can inject HLS streams ( prefer NZGNIX ) and multi broadcast to load ballancers.
id like to be able to issue XML file to client but limit them to 1 connection per stream and lock IP.
no XC/ no Lines..
clean setup.
