Never. It can never be compared. Your own rate limiting or custom nginx options is not an alternative to cloudflare. They use 100's of paid workers to research on their software and millions worth hardware and software to optimize or block traffic.

Nginx is a good (FREE) solution to proxy your traffic, to cover the MAIN server ip address, you can add rate limiting also if needed, other than that (I AM NOT AWARE) not much use for it.

You may need to purchase the proxy server using crypto to hide your tracks.

You dont need Cloudflare if you really know how to manage. You can do EVERYTHING what CF do in Linux firewall.
