You can upload your app with no content or free legal coontent then change it once it has been accepted but its mostly about how you word your app description and the images you uploadas these are reviewed by a human the actual app testing is done with an automated system and only really checks for compatability with there design and ad rules

but your app will get reported eventually its best to keep apps with illegal content off google play
