So after reading over and over things... Here is steps to get you started on the panel.

1. Install Apache2, Php7, php-sqlite
2. Set permissions to the DB file to 777 so it can update the file
3. upload the files to a sub domain. do not use it in a upper domain..

Setting permissions on 777 to a file is a really dangerous move...be careful
