So has anyone tested this? Can I get clarification on something, is this going to pull in what it can and then provide you a "rebroadcast-able" stream list? Or is it going to pull in what it can and allow you to play whatever it pulls in from say VLC or some other app?

It will pull what it can from the account you provide and provide a rebroadcastable stream.

I get channels looping for some reason, my main server and LB are both decent dedicated servers.

Assuming your pts looks good from the web interface check the log file and see if you see errors. Channels looping is most likely gonna be the channel restarting due to low pts or something though.
